Tender Opportunity: NEPO & TPPL Grounds Maintenance, Equipment & Plant Framework

9 February 2026

We are pleased to announce that an Invitation to Tender has now been published for the renewal of the TPPL and North East Procurement Organisation (NEPO) Grounds Maintenance Equipment, Plant Machinery, and Handheld Tools Framework. Consequently, suppliers are now invited to submit an application for this tender opportunity. This invitation is to participate in a new four-year closed framework agreement. The process is in accordance with the Procurement Act 2023 (PA23).

Suppliers can find the tender notice HERE. In addition, they can access the full tender documentation via the following link HERE. To do so, suppliers need to create an account on NEPO’s Open eTendering portal. Once registered, suppliers will be able to review the requirements in detail. Next, they can submit their responses accordingly.

Meanwhile, for those who are new to public sector procurement or simply looking for additional guidance, we encourage you to review our Bidding Guide. This resource provides practical advice and helpful pointers. Both will support the tendering process.

Looking ahead, the new solution is scheduled to become available to members in September 2026. Importantly, it builds on the success of the existing Grounds Maintenance, Plant & Handheld Tools Framework (NEPO214), while introducing enhanced scope and opportunities for both suppliers and contracting authorities.

NEPO214 – Framework scope

Lot 1: Grounds Maintenance Equipment & Horticultural Chemicals

Lot 2: Agricultural & Construction Plant Equipment

Lot 3: Handheld Tools & Equipment

Lot 4: Hire of Grounds Maintenance Equipment, Plant Machinery & Handheld Tools (Operated or Unoperated)

TPPL and NEPO have developed the framework in partnership. Starting in September 2026, it will be available to all public sector organisations across the United Kingdom. The framework will appoint an unlimited number of suppliers across the four lots. As a result, this will provide buyers with access to a vast range of national and regional suppliers of grounds maintenance and plant equipment.
