Skips, Wheeled Bins and Food Waste Caddies

The Procurement Partnership (TPPL) launched its new Purchase of HGV, Specialist Vehicles & Waste Supplies Framework, in partnership with North East Procurement Organisation (NEPO) in January 2025. The framework replaced its’ predecessor which was widely used by Local Authorities and the wider public sector within the United Kingdom.

 

The scope had been broadened from the preceding TPPL & NEPO HGV framework to include Skips, Wheeled Bins and Food Waste Caddies under Lots 7 and 8 of this Framework.  12 market-leading suppliers have been appointed providing organisations with better National coverage, from a diverse range of suppliers. For ease of access, a separate web page for these lots has been created. The following goods are accessible via the new lots:

 

Lot 7: Roll on – Roll off (RoRo) Containers & Skips

Lot 8: Waste Bins, Food Waste Caddies & Wheelie Bins

 

Members can access these goods using our pre-approved rate books (Lot 8) and benefit from the ability to call off directly from the framework, saving time and resource. These have been added to our frameworks to ensure easy, compliant access for public sector buyers with tight deadlines.

 

This supports the Waste & Resources Action Programme (WRAP) Simpler Recycling initiative and aligns with our active engagement with local authorities who wish to streamline the procurement of collection services and equipment. TPPL played a key role in early engagement with WRAP and suppliers in the vehicle and supplies sector, contributing to the development of a generic specification and procurement guidance document. Our input ensured that the final guidance reflects the operational needs of local authorities and aligns with best practice in public procurement.

 

As a WRAP-endorsed Public Buying Organisation (PBO), TPPL and NEPO are proud to support local authorities preparing for the national roll-out of weekly food waste collections.
