Preliminary Market Engagement Opportunity – TPPL & HCC Fleet Management Framework

TPPL are working alongside Hertfordshire County Council (HCC) for the creation of a new 48-month closed Fleet Management Services and Supplies Framework. This is scheduled to be available from July 2026, until July 2030. With that, we have now launched a Preliminary Market Engagement for the Framework, as one of the pre-requisite stages of Frameworks being created under the Procurement Act (PA2023). Innovative software solutions for managing a fleet will be key within this offering.

The range of services and supplies shall include, but are not limited to, fleet management software, telematics, tyres and ancillary services, fuel cards, as well as vehicle and equipment disposal. The scope of preliminary market engagement for this new iteration of the framework is a questionnaire based survey. The purpose of the questionnaire is to inform the market of the upcoming opportunity and seek views from the supply-chain on issues that may impact on the final specification, lot structure, and the scope for delivering social value outcomes. Above all, we welcome feedback relating to the functionality and quality of fleet management software within the solution suite.

The information gathered will be used for the following:

  • To build capacity within the supply chain to bid for the proposed framework
  • To engage with partners on the overall general scope of the specification and requirements prior to issuing the tender documents.
  • To provide feedback in relation to the appetite of the market together with information that will allow the exercise to be shaped to elicit a positive response from suppliers.

This process focuses on the market rather than on the merits of individual suppliers. It involves no element of supplier selection or bid evaluation. Providers specialising in software for fleet management are especially encouraged to complete the questionnaire. This ensures all relevant suppliers are informed. The questionnaire is available for completion upon request via TPPL. It is available during the period 26th January to 9th February 2026 at 17:00. Furthermore, completed engagement questionnaires must be submitted no later than 5:00pm on the 9th of February 2026.
