Pre-launch Preview: New Grounds Maintenance, Plant Machinery & Tools Framework

15 May 2026

Our New and Enhanced Grounds Maintenance, Plant Machinery, and Handheld Tools Framework (Reference: NEPO214) is due to launch by September. It follows a procurement process carried out under the new Procurement Act 2023 (PA23). This is the third iteration of our successful framework which has been re-procured in partnership with the North East Procurement Organisations (NEPO). Hundreds of contracting authorities across the United Kingdom have used the Framework’s previous iterations. These authorities have sourced a diverse range of equipment to support delivery of ground care services.

Looking ahead, we are planning to make the new solution available to members by September 2026. Importantly, it builds on the success of the existing Grounds Maintenance, Plant & Handheld Tools Framework (NEPO214). The new framework introduces an enhanced scope, including a broader range of products to support members with more diverse requirements. Therefore, this will create exciting opportunities for suppliers. Contracting authorities looking to use the new framework will also benefit.

After conducting our tender exercise in March, we had received 90 supplier bids. These bids are now under evaluation. This evaluation stage is vital to ensure that we have the best, compliant suppliers. It also ensures greater coverage across the United Kingdom.

James Brennan, our Managing Director, commented;

We are excited to launch our new PA23-compliant framework to members. It has been developed to provide them access to a broader range of products from an extensive list of suppliers, including manufacturers and smaller regional distributors. Our existing grounds maintenance framework has allowed TPPL members to engage with the market expediently, supported with technical expertise and comprehensive procurement support from TPPL, making it extremely popular. The new framework will be no different, offering members the same level of expertise and diligence to achieve value-for-money procurement, fit-for-purpose, and efficient outcomes.
