NEW Grounds Maintenance Equipment & Plant Machinery Framework

7 September 2026

Our brand-NEW Grounds Maintenance Equipment and Plant Machinery Framework (Reference: NEPO214) is now live. This follows a procurement process carried out under the new Procurement Act 2023 (PA23). Developed in partnership with the North East Procurement Organisation (NEPO), the Framework is available to all existing and future TPPL members. Furthermore, it is also available to the wider public sector in the United Kingdom, with immediate effect.

The enhanced solution replaces its popular predecessor, now becoming the Framework’s third iteration. Nearly 200 contracting authorities across the United Kingdom accessed the outgoing framework. These included local authorities, educational institutions, NHS Trusts, housing associations, and central government departments. The outgoing framework supported the purchase of thousands of items of equipment and machinery. To date, TPPL supported public sector organisations to procure nearly £100 million of equipment to support delivery of public services. At the same time, TPPL helped organisations reach efficient, compliant, and cost-effective procurement outcomes.

With this enhanced scope in place, 78 leading suppliers have been appointed. This enables organisations to benefit from better national coverage. In addition, these suppliers offer a diverse range of products and services to public sector fleet operators.

As a result, the new Framework will create exciting opportunities for suppliers and TPPL to support public sector organisations with a greater number of products and services helping councils to deliver effective services to residents across the United Kingdom. The new framework comprises 4 lots:

  1. Grounds Maintenance Equipment & Horticultural Chemicals
  2. Agricultural & Construction Plant Equipment
  3. Handheld Tools & Equipment
  4. Hire of Equipment Operated or Unoperated

Our regional Business Development Managers and experienced Tender Officers will support organisations accessing the framework. In addition, these officers provide category expertise and, consequently, help organisations deliver efficient call-offs. A product finder resource will also be made available, allowing members to carry out expedient awards without further competition (direct award). Furthermore, the resource will help members create a shortlist of suppliers that provide the products required and, where applicable, serve the region in which members are located. James Brennan, TPPL’s Managing Director, commented;

“We are delighted to launch the new TPPL Grounds Maintenance and Plant Machinery Framework, in partnership with NEPO. Replacing our highly popular outgoing solution, the new framework offers an expanded scope and improved national supplier coverage. With 78 suppliers appointed, we are confident it will prove popular across the wider public sector, providing organisations with access to a broad supplier base — from global OEMs to smaller regional distributors and outlets. This outcome reflects our commitment to making large public sector contracts accessible to suppliers of all sizes. As with all TPPL solutions, our team will be on hand to help members navigate the call-off process through a streamlined and supportive approach.”
