Framework Preview: New Fleet Management Services & Supplies Framework

21 May 2026

Our brand-NEW Fleet Management Services & Supplies Framework (Reference: TPPLHCCFM01) is due to launch by September. It will go-live following a procurement process carried out under the new Procurement Act 2023 (PA23). This Framework was created in partnership with Hertfordshire County Council (HCC). We are proud to have worked in partnership with HCC on a range of successful Frameworks for over a decade.

Looking ahead, we are planning to make the new solution available to members by September 2026. This new framework introduces an enhanced scope compared to the fleet managament category on the expiring Finance & Lease DPS expiring soon. It includes a broad range of products to support members with more diverse requirements. The framework will create exciting opportunities for suppliers and TPPL members to implement effective effective and innovative fleet management solutions across the five lots:

  1. Fleet Management Services
  2. Tyres & Ancillary Services
  3. Fuel Cards
  4. Vehicle & Equipment Disposal
  5. Fleet Management Software

Our new Fleet Management Services & Supplies Framework will complement the existing portfolio of TPPL fleet procurement solutions. Our experienced business development and tender teams will enhance the solution by providing members with technical guidance and tender support, ensuring they can confidently access, procure and implement the most appropriate fleet solutions for their needs.

Phil Williams, our Director of Procurement, commented;

This new framework represents a significant step forward in how we support our members with their fleet management requirements. By broadening the scope and introducing a flexible, modular approach, we are enabling authorities to access high-quality, innovative solutions that reflect the evolving demands of modern fleet operations. We are proud to be delivering this in partnership with Hertfordshire County Council and look forward to supporting both suppliers & members through its implementation.
